In case it helps, I ran into a similar issue with Cura 15.02.1

Turns out that your Shell thickness (on the Basic tab) must be a multiple of your Nozzle size (on the Advanced tab).

If it's not, Cura will not generate support for horizontal surfaces.

For example, if your nozzle size is 0.44mm, your Shell thickness needs to be an even multiple of that, 0.44, 0.88, 1.32, 1.76] etc.

Don't know why, it took me a while to figure out, but it solved my support issue.
