Printing with PLA and disssovable PVA

I am having difficulty printing PLA with a dissolvable PVA raft. The PLA does not adhere well to the PVA and peels off during the print. I am running both extruders at 200 degrees C, and printing on blue tape. Should I modify my filament temperatures? Any suggestions would be greatly appreciated.

If you read through this whole thread there is specific advice for this exact problem (I think or maybe it's the other way around - PVA not adhere to PLA?). Mostly I think the advice is "less fan".
