Do you need a Carbon/HEPA filter to print Polycarbonate Safely?

Hello,

I heard from several users that polycarbonate and parts of 3D printing materials release toxic chemicals that are harmful for us. Is it needed for one? It yes, then where can you get one and how do you properly install it? My printer is the RoBo 3D, and like the Ultimaker it is not enclosed.
