In the layer view of the Preview Panel I only have available the vertical bar for the slices but I never had the horizontal bar for the displacements.

Currently I am runnng 4.12.1 but I never was able to see it.

 

Windows 10, Intel Core i3-3227U CPU @ 1.90GHz  12.0 GB RAM, Intel HD Graphics 4000

    Your GPU (Intel HD Graphics 4000) does not support features required for the full layer view functionality, so you get the limited "compatibility mode" whick does not have the horizontal slider.
