Wall line count is not respected

I'm fairly new to printing. Might be an obvious mistake but here goes nothing...

I'm trying the new 5.0 Beta and my wall line count is set to 3.

When slicing below model I've noticed that every layer alternates between 3 and 4 wall lines. This brings 2 questions for me

1- Why 4 when the slice setting is 3 lines
2- Even if there is a setting that overrides the 3 line limit, why alternate? Shouldn't it be deterministic each layer?

I assume it's because you have "Alternate Extra Wall" enabled.
