printer is speeding up during top layer

I'm using Cura 5.1 on an Ender 5 pro. using a .2 nozzle. 

I'm printing a detailed top layer (raised lines and numbers).

For the first 1/4 of the details everything looks great, then all of a sudden the printer will speed up to almost twice the speed to finish the other 3/4 of the layer. Obviously losing a lot of detail when this happens. 

Is there a setting that i'm missing that is causing this to speed up?
