Cura 5.2.1 not extruding correctly after first layer

I was using Cura 5.1.1 without issue, updated to 5.2.1 and now after the first layer is done it seems to retract the filament too far. Then when the second layer starts I can see the extruder pushing the filament but not far enough to extrude anything.

I know this is a Cura issue because I sliced the same model in PrusaSlicer and that worked.

I put a mark on the filament after the first layer and can see that mark never enters the extruder. It just goes back and forth and never pushes through. Yet the first layer is perfect.

I have an Ender 3 pro but this shouldn't matter considering the fact I know its a slicer problem.

Any I clues would be welcome.
