Cura slicing rings in strange manner

I'm trying to print some simple ring-like objects to use as stitch markers for my wife's knitting.  However, cura keeps slicing these parts so that it prints a partial ring and then tries to print the other side.  This keeps resulting in inconsistent prints, and I can't figure out what setting I should be changing (if any) to prevent this.

Does anyone have any idea what is going on or how to fix this?

There might be a problem with the model.  You can see that the red Outer Wall is printing from the OD to the ID and that really shouldn't happen with a simple ring.  If that condition is only occurring on the top layer then maybe the model isn't flat??

Post the model file and I can take a look.
