New machine profiles are added during the update release cycles of UltiMaker Cura
(Typically a UltiMaker Cura update isn't released purely for a submitted profile to be included)
This is of course pending any were submitted to be included for your 3D printer.
UltiMaker's Cura Dev Team does not produce the 3rd party profiles..
They are contributed by the 3rd party Manufacturer or someone in the user's community of the 3D printer in question

The Pull Request was merged a couple of days ago. The printer will be available in the next release. In the meantime you could download the files and install them yourself.
Hi! Thanks for the tip, I've downloaded all the CFGs and put them in `C:\Program Files\UltiMaker Cura 5.4.0\share\cura\resources\variants\elegoo\elegoo_neptune_4pro` and yet when I try and add the printer to Cura, I can't see it:
Am I doing something wrong, or might it be that I'm on 5.4.0 still? I'd have expected Cura to just read whatever .cfg in there on startup though.

There are 4 types of files that comprise a full definition and they go into different locations. Because your printer definition inherits the "elegoo_base.def.json" the extruder files are already in place in the extruder folder. That leaves the other three types.
The main definition file (elegoo_neptune_4.def.json) needs to go into the "definitions" folder.
The nozzle files (Ex: elegoo_neptune_4_0.20.inst.cfg) go into the "variants" folder.
The rest of the files look like they should be in the "quality" folder.
I think if you refer to the Pull Request page and pull up each file then header above will list the file path where they should be installed (EX: "resources/quality/elegoo/neptune_4/asa/nozzle_0_40/elegoo_n4_asa_nozzle_0.40_layer_0.20.inst.cfg"). Once again, you may need to experiment with that as I'm unfamiliar with how Elegoo lays things out.
With the main definition file in the definition folder it should come up in the "install" dialog. After that if you get configuration errors you will need to tweak your manual install.

I tried many different ways, including replacing the whole resources directory, but never get any more Elegoo printers in the list.

I don't know about Elegoo specifically (only ever had Creality printers in recent history) but if a new version of the printer is very similar to the old one, the profile for the old one should work fine (like how the Ender-3 / Ender-3 v2 profile worked for my Ender-3 v2 Neo).
