Nozzle doesn't seem to retract between layers

I recently moved to Cura because I wanted more advanced settings for ironing. I use a Flashforge Adventurer 4 and for the most part Flashprint is kinda cool, it just works but it's no frills. The settings are limited.

I've attached a picture of the problem I am having with my first few prints in Cura. It looks as if the nozzle doesn't stop printing between layers which creates mad stringing. I have tried messing around with retraction settings but I've probably done it incorrectly because I don't seem to get any changes. I've also included the gcode file for analysis. I'm not sure what to do to try clean up this problem, any guidance is greatly appreciated.

If you could share the Cura project file (.3mf, in Cura get your file ready to print then go to File > Save Project) that would help. In the gcode file it's definitely retracting 1mm at 40mm/s before each layer change.

But from I can find the Flashforge Adventurer 4 uses a Bowden extruder - they need a much further retraction than a printer with a direct drive extruder. I found with my Ender-3 v2 Neo that I needed 5-6mm retractions for PLA or up to 8mm for more stretchy filaments (like PETG or TPU).
