That's a very ambitious model and it has a lot of errors.
I tried to use Mesh Mixer to fix it, but the errors are too extensive. Here you can see the result. The underside of the vane thing is solid. That's the way it will slice.
MS 3D Builder did a slightly better job. It's pretty good but this model doesn't appear to have been created properly. I don't think it can be fixed but rather will need a re-work in Inventor.
This is the model as it was (allegedly) repaired by MS 3D Builder. I assume that the blades aren't supposed to have those thick areas. It is similar to what I saw in the Mesh Mixer repaired file, but not as extensive.
