OK, well, I got my brim back. I think the bottom surface (edge) is too narrow for Cura to make a slice for my .8mm nozzle. I set Cura to cut off .1mm, and the brim is back.
Good enough w/o the skirt. I can use the brim to tune the height.

You can also lose the skirt/brim if the first layer height is less than the normal layer height, I think.
Yep, I can testify that putting Advanced->"Initial layer thickness (mm)" back to 0.3 mm got the skirt back.

I switched to another part with same settings, and the skirt is added, but not the brim.
Also, my part is only about 45mm dia and placed in the center of my UM1 platform.
