I find it amusing and frustrating that here we are, 6 years and countless releases later, and it STILL defaults to supports not being printed until a second layer. Seriously?
Did the above changes fix this issue?
Whether it fixed the issue or not, if we want to help other people, please post you project file. In cura do "file" "save project as" and post that file here. I'll try to duplicate your issue.
I suspect the problem is in your printer profile - many manufacturers of printers have given the Cura team crappy printer profiles. You can't expect the Cura team to purchase every printer out there and make sure it has an okay printer profile. However the problem could be related to your model and/or settings as well and if this is a bug in Cura it would be good to get it fixed.
If this is a bug in the printer profile, hopefully some good person (like yourself?) will suggest a change to the profile so the Cura team can incorporate it in the next release.
One thought that I had is considering that with some supports, when built atop an already-printed part of the print, you might want a little bit of an offset to make it so the support doesn't adhere as tightly to the part, which is very well explained in the settings expanded information. However, there does not seem to be (or I'm missing it entirely) a setting which would apply only to support material being placed on the print bed.

The first fix didn't actually work for me and is probably not something that you want to change as it can let the supports adhere to the actual print. What did fix it for me was disabling the option "enable support brim" after that all my supports would print on the first layer. I don't know why this problem just radomly started for me, I've used cura supports for a few years and never ran into this issue until today.

It is probably too late for you, but it will surely help someone else.
Open the Preferences window, click the Settings tab. In the Support section, check Support Z Distance. Change the value down to 0.0mm.
The support will now start on the first layer.
