Please help identify surface print problem.

 

Ender 3 Pro, Cura 4.6.1, PLA

Bullseye was printed before calibration. 60mm/s, 400mm/s2, Junction deviation 0.08 Linear Advance k=0.0, Retraction 6mm @2.5mm/s

 

Whistle after. 120mm/s, 800mm/s2, Junction deviation 0.06, Linear Advance k=0.8

    Usually if you just print slower, those will go away.  So try 25 or 30mm/sec instead of 60mm/sec.

     

    Another thing to try is to do outer wall first.  In Cura it's called "outer before inner walls".
