Print quality issues

Has anyone seen this type of issue with their prints? (see attached photos)

I'm working with the Ultimaker ABS Black filament, using the default/recommended settings in Cura.

 

Any thoughts on how I can prevent this from happening?

Enabling Prime Tower would help with this.
