I'm not quite sure what you mean. The walls are printed solid, which makes sense. They indeed seem to be ~1.5mm, so if you have a line width of 0.4mm and a wall line count of 3, there is no room for infill.
If you have different settings, it could be that there are gaps between the walls (especially if you have "Fill Gaps Between Walls" disabled). I can also recommend you to have a look at Cura Arachne, which is a version of Cura with a completely re-worked engine that is much better at printing cases like this.
