Weird layer in cura?

Hello, does anyone have idea what can couse that weird path? Layer before this one is crystal clear it is the layer before it model ends at some height and it prints 1 mm high. 
So my question is why it first prints some marks on finally solid surfes but it waste time to make so complicated path.

Looks like the bottom of the text that is going to be on the next layers has some vertices that are not at the exact same height as the other vertices. Hard to tell without having a look at the model.
