Issue with initial layer in Cura 3.6.31

I'm slicing a model in Cura, but when I add support, the skirt for build plate adhesion goes beneath the model and the model begins printing on layer 3. When support is removed, the model starts printing on layer 1 as it should with the skirt following the edge of the model as normal. Does anyone have any idea why this would be happening?

Ultimaker never released a Cura 3.6.31. If you are using a "fork" (someone else's version) we generally don't know what they changed and if that causes your issue.

Have you tried a recent Ultimaker Cura version? The current version is 4.13.
