Cura doesn't slice model even though there's nothing to print outside the print area

I'm trying to print an stl exported from TouchTerrain, in this case it's an island. The stl exported by the website is rectangular, even though the island is obviously not. The model does have a base, but I'm hiding it underneath the print area by setting a negative Z position, so it has nothing to print where the water is. However, due to it being rectangular, Cura refuses to slice it.

Screenshot of the model slightly larger than the print area: here
Screenshot of the slightly smaller model, showing that there's nothing to print outside of the island terrain: here

As you can see, even with the skirt nothing would be outside the print area in the first case. Why doesn't Cura slice it?

Edit: I just noticed that changing the skirt distance has an effect how how big the model can be, even though the skirt is nowhere near the border. Is this a bug?
