I have melting on my first layer and looks like warping, is my bed temp too high?

On my first layer half of the print is smooth and fine and the back half is a little stringy. Looks like it melted a it a little bit. I have the bed at 65°c.

I do also have a little bend in my mat. It about the same area to as all the sloppiness!

I'm not sure what to think of that.  Some of the holes are covered by round dots?
