I have what I think is a similar issue. The 1st of the 2 "top" raft layers is the one affected. Cura simply leaves the layer partially printed. It only happens with certain parts. Also, it will not have this issue if I include another part next to it, or if I change the orientation a bit.

 

I attached an image of it and the .3mf file.

    I forgot to hit the submit button...

    Thanks for the project file.  I moved the model away from 0,0,0 on the build plate and the problem went away.

    On the Github site is bug report #13353 that describes this behavior.  I'll go ahead and link this post to that bug report.

    The team is aware of the issue and has a ticket to the backlog with the intent to improve this.

    I'll add your project file as a test case.

    Ahhh, thanks for the extra explanation on that. At least now I see now how I can "fix" the issue by rotating the part (referencing the github bug report).
