First layer jagged

My class is printing lithophanes and using Cura to convert the images for our Prusa i3's to print. We do a height of 1, first layer height 0.1, and print it at 0.1 layer height. One printer is smooth and the other one has extremely jagged layer edges like this. I normally use PrusaSlicer, but have swapped to Cura for the lithophane feature.

 

Here is what I have checked:

• Nozzle is clean
• z-height is adjusted (both ways) with no change. 

 

Thoughts?

What size nozzle are you using? Most printers come with a 0.4mm and there's no way I'd trust that to do 0.1mm layers reliably.

It could be a slight over extrusion and the nozzle is dragging the adjacent line.

Try reducing flow to 80%.
