I encountered an unpleasant problem of "holes" at the beginning of each layer. 
The problem is often encountered on the Internet, the community gives a lot of advice, but none of it helped me. 
The problem occurs either on cylindrical parts or if there are several parts on the bed (if there is only one part, it will print without these "holes", even without a hint of them).

Some of the tips seemed reasonable but did not help me, for example: 

Reduce your "Retraction Distance". I use 1mm on my Taz 6.
Disable "Retract at Layer Change".
Disable "Retract before outer wall".
Change which "Z seam Alignment" (Shell section) you are using.

 

I tried to experiment with the length and speed of the retract, but I only change the shape of these holes and do not solve the problem. 
 

Cura version 5.5.0
Printer Creality Ender 3 V3 SE
 PLA 230°, Print speed - 60, outer wall speed - 60, inner - 80

    Here is my thought on this:
    In what order are the walls printed?
    You can find the order under the "Walls" tab. 
    "From inside to outside" and "From outside to inside". Cura decided about a year ago that they wanted to be the only slicer that now prints the outermost wall first. In theory, this has somewhat more precise components, but leads to corresponding error patterns occurring during the retractions if the nozzle flow is not immediately present. 

    Therefore, make sure that the sequence is set to "from inside to outside".

    unfortunately, I already use "inside to outside", so the reason is something else

    You don't mention what you have set for 'retraction extra prime amount' you could be loosing nozzle pressure during travel moves.

    Also make sure coasting is disabled.

    Сoasting is disabled.
    Retraction of extra prime amount - 0.

    On the one hand, your advice about "retraction of extra prime amount" looks logical, I will try it, thank you. 
    On the other hand, it's strange that this problem occurs on cylindrical parts when part is alone on the bed

    Why don't you upgrade to 5.6? That has a profile for the E3V3SE built in which should have the appropriate retraction settings and such... just make sure to turn down the speed. FWIW, with PLA I use 0.8mm retraction at 40mm/s.
