I'm giving the 'Skipinfill' plugin a whirl, which appears to be capable of doing it.
Only small objects so far, but will give a bigger one a go when I see how the current print turns out.
Kisslicer offers the sparse infill feature, where infill is only laid down every N layers. I commonly use 2 as a value, so alternating infill layers go in alternate directions.
It saves a ton of print time.

The 'old' cura was able to do this when skeinforge was still used as slicer. This slicer had a ton of functions, but it had a horrible codebase (complete mess, so almost impossible to improve). As a result, daid developed his own slicing software, aptly called the cura engine. This slicer doesn't support variable layer heights. There are no plugins that can fix this.
