First few layers not to size and shape

I have been working with my printer for a few weeks and I have not been able to fix an issue that I see on the first few layers being oversize. I have played with Brim, Raft and Skirt. I am guessing his is something simple I am missing. The part should transition from bed in a consistent arc.
