First few layers not to size and shape

I have been working with my printer for a few weeks and I have not been able to fix an issue that I see on the first few layers being oversize. I have played with Brim, Raft and Skirt. I am guessing his is something simple I am missing. The part should transition from bed in a consistent arc. Instead it has a plateau then starts into the arc.

It can also help to reduce or even turn off bed heat. But then you get the problem of getting the part to stick properly.
