PLA is so wonderful that when one switches to another material, one is surprised at how crappy it is.
PLA sticks to itself really well when liquid. Like mucus. Like snot. Like a liquid rubber band.
PVA does not. It's more like concrete. Chunks of PVA are often separating and falling (while still liquid).

I think no, it is normal for PVA that is looks not so pretty and that you have some pieces around on the glass.
With PVA which has absorbed too much moisture, you are usually not able to print. It will stop extruding and clogging your nozzle.
