Perimeter printed on infill

Problem with top solid layer. I would like a top layer over entire model before continuing with perimeters for remaining model.

 

 

Printing perimeters first makes for bad corners where there is lack of infill.

It's still printing in mid-air. Can't see any difference.

 

Let's say I have 0% infill. then I would have to do a roof before continuign with perimiters.
