Speed inconsistency Cura 4.6.1

I suffering to make a good and nice print in vertical, because print speed is not even. You can examine more in software when you lower the travel move. For example I set down every speed factor to 40mm/sec. Why this happen? Am I miss something? Doing wrong any parameter? There is another setting for consistens speed?

Reduce the Minimum layer time.

Thank you your help. It solved this problem. I am never thought to find any parameters at cooling what are affects printing speed and time... Confusing.
