Yes, on the first two. Minimal extrusion is the minimum net amount that the filament has to move forwards after 1 retraction, before another retraction will be done.
This can be used to prevent the filament grinding back and forth over the exact same spot with just tiny forward movements in between in a detailed part with lots and lots of retractions. It could be an issue on the UM1, but seems to be less so on the UM2 in the testing I've done.
However I recommend setting both of those minimums to 0. Even if you set the minimum extrusion before retraction to 1mm of filament, this translates to quite a bit more printing of .4mm .1mm thick filament - I forget the numbers now but I think it's something like 70mm printing.

For non-UM2 printers, they can be set in Cura. For the UM2, they are set directly on the printer instead.
If you want to you can change the machine definition in Cura to use regular RepRap gcode, not Ultigcode. That will re-enable those settings. And the generated gcode will then override what's set on the machine. However, you will then also be using Cura's start/end g-code snippets as well, rather than the automated sequence that the UM2 normally uses.
