The local solution would be backing up %APPDATA%\cura\4.8 as you indicated.

You can also enable the backup plugin. It's shipped with Cura by default.

Well, today I tested the last version of Cura 5.9.0, and not, it doesn't save or sync your previous profile settings on the cloud, only it restored my Octoprint plugin settings :|
Cura only saves what plugins you have installed in the cloud. The first time you run a new version, it copies the configuration folder from the most recent previous version and updates the files if necessary.
If you want to copy all your Cura settings from one computer to another, on the first, in Cura go to Help > Show Configuration Folder. Go up one level and you'll see there's a folder for each version you've had installed. Copy the most recent one onto a flash drive or whatever, then on the second computer open the Cura configuration folder the same way, but delete the settings folder it has created and replace it with the one from the first computer.
