Partial scaling?

What is the method to scale a portion of a model?   For example, I want to stretch out the bottom part of a model, leaving the upper portion untouched.

In Cura you can only scale the whole object. So when you just want the bottom part, then you have to cut it to get two objects.

 

I would load the STL into Fusion and modify it there, because it is easier in my opinion and you have much more control.
