Ok, that makes sense, but a file that opens as a project in 4.13.1 does not open as a project in 5.2.1 or 5.0.0 for that matter. So I don't understand what is missing in my cura 5.2.1 setup. I think this isa a bug then.FFEFV5.1-0.28.3mf

That opened as a project for me.
A 3mf file is actually an archive (like a zip file). In the screenshot below the top file is your 3mf file is opened with 7zip. The file below is an "export" of the model from your 3mf file. Note the size of the "Cura" folder in each. The 3mf MODEL file is missing the settings and printer configuration.
That doesn't mean your install is working correctly.
I open a lot of project files and haven't had any issues. Occasionally on Github someone will pass along a 3mf model file instead of a Project File with their bug report.

Ok. I fixed the problem. What I had to do was go to >Extensions >Startup Optimizer > Restore all configuration files….. That solved the problem, hope this helps others.

In Cura 5.2.1, there is no Extensions >Startup Optimizer.

That menu item is only available with the Startup Optimizer plugin is installed. If it isn't installed, then there is no use in resetting its configuration (which is what the mentioned menu-item does).

There are two types of 3mf file. A Cura project file has the Profile settings, Printer, and model. A "regular" 3mf file is just the model.
The only way I can tell if a 3mf file is a Project is to open it. If the "Open Project File" dialog comes up it's a project file. If it doesn't pop up then the 3mf is a model file only.
To create a Cura Project file you would use the "File | Save Project" command. To create a regular 3mf file: with a model loaded in Cura you would use the "File | Export..." command.
When you export a model the "*.3mf" is the default file type. You could choose to export the model as an STL, OBJ or gcode or Ultimaker UFP file. None of those contain the settings.
