There was a bug report on GitHub that involved the regular support structure and support brim.  The support structure was starting on the second layer and so wasn't making actual contact with the built plate and supports would fail.

That bug was found and fixed, but this condition (poor attachment to the build plate) looks a lot like that one. 

That's 1/2 the problem.

 

I seems to me that by definition a "Normal" Prime Tower should not have any "Interleaving" at all.  The interleaving that seems to be on every other layer of a "normal" prime tower is certainly odd.  I think it's a separate problem.

 

Within a "Normal" Prime Tower, Extruder 1 seems to be the correct concentric pattern on every layer.  Any-and-all additional extruders have the "interleave on every other layer" behavior.  I think that is the other half of the problem.
