Also added a square shape 190 x 190 mm , there is free usable space on the sides
but not front and back, I have printed on the same machine with Cura 4.6 a 210 x 210 with room for a squirt around

The Creality Ender 3 definition file ("...\resources\creality_ender3.def.json") includes those "disallowed areas" for the metal clips that hold down the glass build surface. You could go into the definition file and delete those areas, but the easiest fix is to install an Ender 3 Pro which doesn't have those areas but is otherwise identical to the Ender 3 definition.

BTW the json file is at .../Ultimaker-Cura.app/Contents/Resources/share/cura/resources/definitions
I went back and look in my older laptop and indeed was using: Ender 3 Pro, the v2 was not listed in Cura 5.0,
only Ender 3, and that one already had those disallowed area
That brings another question
I did try to copy and paste start and stop G-code in machine setting window
but copy and paste does not work
I can type and delete directly in the window, that works, not copy and paste , not with a right click, not with the global menu
I am saw a demo done on a Window pc where that works
Is that normal on Mac, intel or arm, it is the same?
Any way, now I can do it in the json file, so no biggy

Remember to save your version of the JSON file somewhere. If you update Cura the stock version could over-rule it.
I do the same thing with my installation (alter the JSON files, Cura build plate file for my E3Pro, etc.).
You have to use keyboard commands to cut, copy, paste in the Machine Settings dialog (for example: CTRL+V works for Paste on a Windows computer).
As far as I know it's been like that on Windows computers for numerous versions. It might have something to do with the Qt controls used by Python for dialogs and controls, or maybe the developers work in Linux and missed something.

If I change your Build Plate Adhesion Type to None you can reach 216x216x11
That way you'll only see the single greyed out areas that have to do with the clips.

I tried to reproduce your issue but I'm missing your specific configuration to print with.
Because on my side it looks as expected:
Do you have a project file for us? It contains the printer and settings we need for troubleshooting.
To save a project file go to File -> Save project.
