It's normal that it's always on. It's not normal that it is noisy. Mine is too quiet to hear more than about a meter away.
Maybe buy another one? Or take off the label and add a drop of oil? Or maybe a blade is damaged and rubbing?

Mine is noisy when parked at initial position. It makes some vibrations on the case if it's a bit away it's quite silent
Thanks all for the responses. I thought the issue would be that the fan is coming on, I had overlooked the obvious, but now that I think about it it may have been quieter when I first got it. That is a better outcome because it means that once fixed the machine will be quieter all round - will investigate getting a new one.

The back/third fan is hard wired to power so it will indeed be on as long as the machine is powered on.
