Not sure I understand what you're asking for but you have "Outer before inner walls" and "Infill before walls". Between those you should be able to get cura to print in whichever order you need.
If you see the attachment and examine the sequence of the printing, you will notice that the infill for the center piece starts before the printing of the letter walls. I want the letters to be printed first.
The file doesn't appear to be saved as a project so no settings came with it. Also, the file appears to be corrupt, take a look at it in xray view and you'll see red areas. When looking at the layer view the center of the model is not printed properly.

If you do not set "infill before walls" then Cura prioritises walls; it is one or the other so there is no need for an option to priorise walls. I assume all your exterior walls on the 1st layer are printed before th infill starts - I am ignoring the walls for the lettering in that statement. I also assume that your lettering is engraved into the lower layers not embossed. Of course it could be that the lettering is printed in a different colour and so is neither engraved or embossed but you do not mention that.
I am currently using Curing 2.4 and that and all previous Curas will print the walls for engraved lettering before starting the infill, if "infill before walls" is not selected. No idea if it has changed subsequently but I have not seen anything in the 2.7/3.0/3.1 release notes that suggest to me that is has changed.
I am not sure what the implications are, if any, of giving Cura a .3mf file as I only use .stl files

I have noticed that if you do not use "Save project" it will not properly save all the information in the .3MF file. I can only get all the stuff saved when it says ".curaproject.3mf" and you will only get that if you use "Save project" and not "Save file.' Dunno why.....
As for the "Infill before walls" option (it is checked by default), it has not changed up to the current version I am on (3.1) although, you can click on "Outer before Inner Walls." As mentioned before, if it is clicked, then one would be printed before the other, if not, then reverse that.

I just had the same issue and noticed that when I changed from setting the wall thickness of the shell to using a wall line count the issue went away. If I'm understanding you correctly, the infill of the layer was printing before the walls were, and this was the same issue I had. I had never experienced this prior to today. I know the reply is a little late, but I figured this could help somebody else out down the road.
