Z offset is a plugin, so check if it is installed.

I posted the problem to GitHub, to the creator.
But really, what gives Ultimaker? Z offset is a necessity for 3D printing with anything less that the newest line of machines right? Why dont you just add it in like all the other slicers? Just a question.

Well, that is the reason, sorry. Our printers don't need the z-offset, so its' simply not something that we are going to spend time on. We have to many things to do, so we have to make tough choices on what to do (and what not to do). As you might imagine, things that benefit Ultimaker printers will get priority.
@GavBak - good news - the author of the z offset plugin seems to have fixed it - check it out on the github page.
Note that cura5 is a beta and one of the (many) reasons to make it a beta is to give the 3rd party plugin developers time to get them all working before the final release of Cura 5.
