Disable coasting.
You could also try using the spiralize mode that prints a single outer wall as a continuous spiral. Using that I have printed vases using PETG that are completely watertight.
What's happening there is that Cura's original bridge detection code is thinking that you have a bridge there and so it is forcing the use of lines skin pattern. If you enable the experimental bridge settings the original bridge detection code is no longer used and, for me at least, the result looks more like you would expect (concentric pattern is used for all the skins). Ah, I just found a benchy file, I didn't know I had it. Looks fairly similar to what you have above.
Have you tried adjust the bridge skin support threshold setting?
Also, I would set the skin wall line count to 0.
Well, I think that setting was possibly in the shell category before and they moved it? (might be wrong about that). I agree that it doesn't make sense to have it in the infill category as it's not affecting the infill but the skin.
Thanks for the file. You just need to reduce the skin removal width setting and that will let the small amount of skin that goes inside those pillars to be printed.

In the meantime, I managed to slice and print your model. Quite a challenge! I used a 0.25mm nozzle and 0.3mm wide lines. I used the the print thin walls option.

I can't really help with Archlinux32 as I don't use it but I just want to say that the current Cura compiles and runs quite happily on the Pi4 which is 32 bit armhf architecture. So there's no problem using Cura on a 32 bit system per se.

The plate isn't 3mm thick, it's only 1mm thick. It's 3mm thick in the centre and there you do get infill. Looks like you sliced 2mm off the bottom.
BTW, do you really need to print this using 0.06mm layer height? You could save a lot of time using 0.15 or even more.
The Lighthack 2 Rev3 file only contains a single model and appears to slice OK to me. Do you have a project file that shows the problem you are having with the 2nd extruder?
